Foreign Service Officer Loses National Security Clearance
Wednesday, November 2nd, 2011The book, “We Meant Well: How I Helped Lose the Battle for the Hearts and Minds of the Iraqi People,” got author Peter Van Buren indefinitely suspended from his job at the State Department and his national security clearance revoked in October.
Van Buren was a Foreign Service officer in Iraq in 2009 where he worked on a Provincial Reconstruction Team and was embedded for a year with the U.S. Army. His book, which the State Department said was not approved for publication, is about his experiences in Iraq and the purposelessness and failures of U.S. policy there.
An opinion writer at The Washington Post said, “he describes the majority of State Department colleagues as people negligently prepared for their jobs, motivated primarily by the prospect of promotions, willingly ignorant of actual needs in Iraq, too lazy to do the necessary groundwork, and with too-short attention spans to care about whether a project is successful and self-sustaining.”
The Washington Post reporter said Van Buren calls his colleagues “by and large people aggressively devoted to mediocrity, often achieving it.”
The reporter describes Van Buren’s details about U.S. attempts to build a chicken-processing plant. One of the main purposes of the plant was to create jobs for Iraqis, but the plant was highly automated. In addition, the project team was warned by U.S. AID not to build the plant because of “prohibitive electricity costs” and the lack of refrigerated transport and storage facilities. The chicken plant exists unused at a cost to U.S. taxpayers of $2.58 million.
Van Buren says he submitted his manuscript to the State Department months previously for clearance but received no response. When they did respond, Macmillan, the book publisher, stated, “Their specific requests concerned passages in the book that on their face clearly did not contain classified information.”

Attorney Appeals Top Security Clearance Case
Wednesday, November 18th, 2009A security clearance attorney is investigating a case involving a western Pennsylvania Egyptian scientist whose top security clearance was revoked by the Department of Energy. In 2007 Moniem El-Ganayni was fired from Bettis Laboratory after being declared a security risk. His attorney is now appealing a federal judge’s dismissal of his lawsuit against the department.

El-Ganayni was a Bettis Laboratories employee since 1990. The company, which makes nuclear warship parts, requires its employees to have top security clearance. After years of working for the company and maintaining a security clearance, El-Ganayni’s attorney states he is entitled to know why his clearance was revoked.
